open win8.1 cd /sources
copy istall.wim or rename install.esd to install.wim and extract it
from exteract windows\system32\recovery copy winRE.wim  to
C:\Windows\System32\Recovery folder
run command:
reagentc /setreimage /path C:\windows\system32\recovery
reagentc /enable
reagentc /info
